Avril Clare Recruitment Ltd has been retained on an exclusive basis bt the Irish Property Owners’ Association (IPOA), to recruit a Operations Office Manager with a start date of 1 April 2026.

Role Purpose: To implement the IPOA strategic and operational plan

Remuneration 80k + Pension

The Irish Property Owners’ Association (IPOA) is seeking to appoint an experienced and highly capable Operations Office Manager. This is a senior leadership and operational role responsible for the effective management of IPOA’s office functions, staff, member services, governance support, and external public representation. The role ensures the Association operates efficiently, remains compliant with current and emerging legislation in the private rental sector, and continues to deliver high-quality services to members while advancing the strategic objectives of IPOA.

Key Responsibilities

Member Services & Legislative Guidance

Manage and respond to enquiries to the IPOA Information and Guidance Service via phone, email, post, and online platforms, ensuring accurate, timely, and professional advice and renewals are completed on a timely manner.

Maintain comprehensive and up-to-date knowledge of legislation affecting the private rental sector and ensure all information provided reflects current regulatory requirements and policy positions.

Membership Administration

Oversee the management of the IPOA membership database, ensuring all records are accurate, current, and maintained in compliance with data protection requirements.

Monitor and manage membership renewals, ensuring timely follow-up and continuity of membership services.

Leadership & People Management

Provide effective leadership and direction to staff, ensuring clear allocation of responsibilities, appropriate scheduling, and consistent performance standards, training, competency development, succession planning, employment law compliance, employee relations

Develop and maintain staff knowledge, skills, and experience to ensure the organisation is equipped to meet both current and future operational and strategic needs.

Lead and oversee training, competency development, and succession planning to support organisational continuity and capability.

Manage team performance, ensuring projects, tasks, and assignments are monitored, prioritised, and delivered within agreed timeframes.

Oversee employee administration, including performance management, delegation of duties, progress monitoring, and implementation of development or improvement plans where required. Ensure full compliance with employment legislation, best practice in employee relations, and all relevant IPOA policies and procedures.

Operations & Performance Management

Oversee the delivery of projects, operational tasks, and member services, ensuring deadlines and quality standards are met.

Support continuous improvement across office systems, workflows, and service delivery.

Ensure full compliance with IPOA policies, procedures, and governance requirements at all times.

Governance & Board Support

Prepare and present regular operational and strategic reports to the IPOA Board.

Attend and contribute to all Board meetings as required, supporting informed decision-making and organisational oversight.

Training, Events & Sector Engagement

Oversee and contribute to the delivery of the IPOA Residential Landlords Course, including implementing actions arising from course feedback and evaluations.

Plan, organise, promote, and present at IPOA events, seminars, and webinars.

Represent IPOA at information stands, conferences, and sector events, acting as a professional ambassador for the Association.

Media & Public Communications – Prior media experience essential

Develop working relationships with relevant Industry, Government, Media and Landlords in the country and feature IPOA as the service provider of choice for today’s Progressive Landlord.

Act as an authorised spokesperson for IPOA, representing the Association confidently and professionally across national and local media platforms.

Participate in live and recorded media engagements, including national radio, articulating IPOA positions clearly, accurately, and consistently.

Ensure all public communications align with IPOA policy, legislative context, and strategic objectives.

Maintain a calm, measured, and authoritative presence when addressing sensitive or complex issues relating to the private rental sector.

Deliver local workshops and seminars for members,

Any other duties as the board of IPOA shall deem necessary for the effective implementation of the IPOA aims and objectives as per the IPOA’s Mission Statement.

Partnerships & External Relations

Engage in partnership and collaborative initiatives with sponsors and external organisations, as directed by the Board, to advance the objectives of IPOA.

Represent the Association positively and professionally in all external interactions, promoting its vision, aims, and values.

Develop and agree a volunteer recruitment strategy with IPOA management board FOR EXTENDING CUSTOMER INVOLVEMENT IN THEIR OWN BUSINESS.

Generate a number of local branches in locations of high Landlord density across the IPOA area

Provide Bi-monthly support meeting for each local volunteer group.

Demonstrate prior media / communications – experience

Qualifications

Educated to Higher Diploma or Degree standard in the area of Property Management Familiar with RTA 2004

Or have exceptional relevant work experience in lieu of educational qualifications

Demonstrated knowledge of the property sector and private rental market.

Strong working knowledge of relevant legislation, including:

Residential Tenancies Act

Multi-Unit Developments (MUD) Act

Housing Standards Regulations

Rent arrears processes

Rent book regulations

Minimum 5 yrs - Direct service delivery with a Property agency.

Familiarity with AHBs and Housing Regulations.

Project Development experience

Public awareness campaigns
