Property Asset Manager (Approved Housing Body)

Role Purpose

My client provides quality social housing for families, single people, couples, and those over 55 — managing more than 770 homes across the Greater Dublin Area and Meath, with a further 250 set to come into management by 2026.

As a leading Approved Housing Body (AHB), my client is recognised by the Approved Housing Body Regulator (AHBRA), approved by the Health Information and Quality Authority (HIQA) for the delivery of care services, registered as a charity with the Charities Regulator, and holds approved borrower status with the Housing Finance Agency.

My client is now seeking a Property and Asset Manager to lead the delivery of high-quality repairs and asset management services. This is a hands-on operational management role with responsibility for a small team, while also driving the implementation of the organisation’s Asset Management Strategy. The successful candidate will oversee responsive repairs, cyclical works, and planned maintenance programmes — ensuring that all homes are safe, well-maintained, and future-ready.

The package:
💶 Salary: €66,755 – €77,688 (depending on experience)
🚗 Monthly car allowance: €530
🏦 Pension: Employer contribution up to 7%, employee up to 6%

Key Responsibilities

Operations – Asset Management & Response Maintenance

  • Lead the delivery of a high-performing, customer-focused responsive repairs and asset management service.

  • Manage a rolling programme of stock condition surveys and maintain an accurate asset database to inform investment decisions.

  • Oversee all aspects of contract management, including the preparation of specifications, tendering, procurement, and performance management of contractors.

  • Ensure effective delivery of planned, cyclical, and responsive maintenance programmes.

  • Drive the development and implementation of the client’s environmental and sustainability agenda.

  • Manage projects involving assets, liaising with consultants, contractors, and internal stakeholders.

  • Oversee facilities and estate management, including coordination with external Owner Management Companies.

  • Ensure efficient turnaround of void properties.

  • Provide technical and property advice to colleagues and residents.

  • Support internal and external audit processes related to asset management and compliance.

Finance and Budget Management

  • Develop and manage budgets for repairs, maintenance, and improvement works.

  • Prepare detailed long-term investment plans, maintaining a 30-year maintenance forecast.

  • Identify and secure opportunities to reduce investment costs through partnerships, grants, and sustainability initiatives.

Customer Service & Tenant Engagement

  • Champion a culture of service excellence, continuous improvement, and accountability.

  • Lead initiatives that strengthen tenant engagement and participation in matters relating to repairs and asset management.

Health & Safety

  • Ensure full compliance with statutory and regulatory standards across the property portfolio.

  • Plan and oversee annual safety servicing programmes for both tenant homes and communal facilities.

  • Lead on the preparation and review of risk assessments for landlord and asset management functions.

New Development Support

  • Provide technical due diligence and lifecycle cost assessments for new business opportunities.

  • Collaborate with the Development Team to ensure robust property oversight and seamless handovers.

  • Manage the defect liability period to ensure quality and accountability from contractors.

Systems and Reporting

  • Develop and maintain effective policies, procedures, and performance measures to support continuous service improvement.

  • Oversee the implementation and optimisation of IT systems for asset and property management.

  • Produce clear, data-driven reports and performance metrics for senior management, the Board, and external stakeholders to inform strategic decision-making.

Leadership and People Management

  • Provide effective leadership to the Property and Asset Management team, fostering a culture of collaboration, accountability, and excellence.

  • Support and develop team members to achieve professional growth and high performance.

  • Promote cross-departmental collaboration, embodying a “one team” approach across the business.

  • Actively contribute to colleague engagement and wellbeing initiatives.

Essential Knowledge and Experience

  • Strong technical expertise in building surveying, contract management, and building pathology.

  • Proven project management skills, delivering full life cycle repairs and maintenance programmes.

  • In-depth knowledge of Health & Safety legislation and compliance in a facilities or construction environment.

  • Excellent communication, report writing, and presentation skills.

  • High level of IT literacy, including asset management systems and reporting tools.

  • Demonstrated ability to build productive relationships with internal and external stakeholders.

  • Experience leading and managing teams to deliver outstanding results.

  • Proven track record in developing and implementing policies and procedures.

Qualifications

  • Third level qualification (minimum Level 7) in Building Surveying, Construction Management, Engineering, or a relevant technical discipline.

  • Commitment to ongoing professional development.

  • Full, valid driving licence and access to a vehicle.

  • Membership of a relevant professional body.
